No. Under the Constitution of Kenya 2010 (Fourth Schedule) and Section 24 of the NG-CDF Act 2015, health facilities, dispensaries, and rural access roads are strictly devolved functions under the mandate of County Governments. The statutory mandate of NG-CDF is legally restricted exclusively to National Government functions: Primary and Secondary Education, Tertiary colleges, National Security infrastructure (Chiefs' Offices, Police Posts, AP Lines), and Environmental conservation.

Under Section 27 of the NG-CDF Act, any community member or organized group can propose a project during the mandatory Annual Ward Public Participation Baraza convened by the Constituency Committee. Proposals are submitted using statutory Form CDF 4, accompanied by minutes of the community meeting, proof of land ownership, and endorsement by the local Chief. The NG-CDFC compiles all approved ward submissions into the annual budget proposals submitted to the National Board.

Navigate to the 'Projects (PMTS)' menu on this platform. You can search by project code, school name, ward, or sector. Each project page provides an audited transparency dossier detailing the Approved Budget, Total Disbursed, Total Spent, Physical Progress Percentage, Contractor Name, Bill of Quantities (BQ) summary, and geo-referenced site inspection photos.

Eligible Projects: Only capital projects relating to functions of the National Government under the Constitution, including primary/secondary schools, special needs schools, TTIs, KMTCs, police stations, chiefs' offices, administrative infrastructure, digital ICT hubs, and climate change interventions.

Ineligible Projects: Devolved county functions (e.g., dispensaries, nursery/ECDE schools, county roads, markets), private individual benefits, recurrent operational costs of other bodies, or political party activities.

Through the Constituency Innovation Hubs Programme in collaboration with the Ministry of ICT, NG-CDF finances the construction and outfitting of modern digital centers. Over 86 hubs are currently operational, providing free high-speed fiber internet, computer workstations, and Jitume skills training, enabling young people to access remote global freelance work.

Following the presidential assent to the NG-CDF Amendment Act in December 2023, each constituency allocates up to 5% of its annual budget towards climate change mitigation. Funded activities include restoring indigenous tree cover in public schools, installing solar-powered water pumping systems, institutional clean energy cookstoves, and environmental education.
